Ostrander chaired a national conference on the War Powers Resolution with President Gerald Ford, which resulted in the co-authored book The War Powers Resolution: A Constitutional Crisis?. His relationship with President George H. W. Bush produced Read My Lips: No New Taxes, a book featuring a foreword by Bush himself, analyzing the difficult 1990 budget compromise that defined Bush’s presidency. He also joined Bush in academic conferences abroad, including in China.
President Jimmy Carter invited Ostrander to serve as an international election monitor in Indonesia in 2004 and in Myanmar in 2015, experiences that expanded his global understanding of democratic processes and leadership.
